PCC to help draft guidelines for third telco

 

The Department of Information and Communication Technology (DICT) has sought the aasistance of the Philippine Competition Commission in the drafting of guidelines on the selection of the third telecommunications provider.

PCC Commissioner Johannes Benjamin Bernabe said spectrum management and interconnection are crucial in ensuring the competitiveness of the third telco operator.

Bernabe said the government must ensure that the market has fair, reasonable, and non-discriminatory terms.

?The cost of infrastructure development is big. In other jurisdictions, they regard telecoms facilities or the network as an essential facility,? Bernabe said.

?In other jurisdictions, in order for you to provide that interconnection, it has to be fair, you cannot charge exorbitant connection rates. It has to be reasonable and non-discriminatory,? he added.

Bernabe cited mobile portability as another fsctor that will support a fair competition in the sector.

Mobile number portability will allow the mobile digit owner to carry the same number even if switching to a new telco provider.
