Diokno won’t repeat GMA legacy of reenacted budgets


She may be Speaker, but she’s not President anymore.

Secretary Benjamin Diokno has put his foot down and said that he will not allow that the 2019 budget be a reenacted version of this year’s appropriations.

In a talk with the Inquirer, the Cabinet official said he knows full well that this is ex-President now House Speaker Gloria Macapagal-Arroyo’s legacy, which ultimately handed over the power of the purse to Malaca?ang.

?Under GMA (presidency) she operated with a reenacted budget several times. She knows how powerful that can be.But I tell you we?ll not do what they did. We?ll stick by the rules,” Diokno said boldly.

Arroyo rose to the speakership on July 23 just before President Rodrigo Duterte’s State of the Nation Address. Diokno turned over the P3.7-trillion budget proposal for 2019 to Congress that same day.

In a sudden turn of events, Appropriations chair Karlo Nograles now wants to return the budget bill to Diokno as he was not keen on a cash-based system despite being endorsed by no less than Duterte.
