Budget Secretary Benjamin Diokno is in hot water for adding P75 billion to the Department of Public Works and Highways’ 2018 budget without Secretary Mark Villar’s knowledge.
The House of Representatives on Wednesday passed a resolution urging President Rodrigo Duterte to fire Diokno over the alleged anomalies in the current year’s budget.
House Resolution 2365 filed by Minority Leader Danilo Suarez states that there doubts about Diokno’s integrity following the revelations he made during the question hour he had with lawmakers on Tuesday.
During the question hour, Diokno said he added P75 billion to the P555 billion that the Department of Budget and Management approved for DPWH in 2018 so that the agency can implement more projects.
The figure Diokno mentioned was higher than the P51 billion that House leaders earlier revealed to have been inserted in the 2018 budget.
Referring to the P75 billion addition to the DPWH’s budget, the House said: “Such insertion, if proven, is illegal and ultra vitres for it bypassed the authority of the President, through its line agencies, to submit its proposed budgets for 2019.”
HR 2365 also states that Diokno failed to explain how the contractor CT Leoncio bagged multibillion-peso worth of projects in Sorsogon despite being a single proprietorship kind of business.
Suarez earlier accused Diokno of influencing the grant of P10 billion for infrastructure projects in Sorsogon because his daughter is married to the son of the province’s vice governor, Ester Hamor, and Casiguran town mayor Edwin Hamor.
The Hamors are running for office in the 2019 elections.
